To prompt a sense of urgency, it is essential to ensure that the benefits of preparation are recognized and become a part of our collective American culture, across all Regions, states, and communities. In addition, cultural is “that complex whole which includes knowledge, beliefs, arts, morals, law, customs, and any other capabilities and habits acquired by [a human] as a member of society” (Tylor, 1871). Culture matters in the field of disaster work. What is risky, what is safe, what successful disaster response or recovery looks and feels like, what is considered rational, and what preparedness consists of are all shaped by the Values and worldviews that people hold. Preparedness strategies that invest time and money in understanding the cultural strengths and needs of different groups will help reduce vulnerability and give people the best possible chance of strengthening their collective capacities.

One of the culture-based methodology for building local preparedness is outlined on the FEMA’s Whole Community Approach to emergency management:

  • Understand and meet the actual needs of the Whole Community.
  • Engage and empower all parts of the community.
  • Strengthen what works well in communities on a daily basis

One example of these models is regionalization which classifies in three levels: coordination, standardization, and centralization by the National Association of City and County Health Officials (NACCHO). Regionalization has the impact of improving effective workforce capacity, the impact of improving surge capacity, help improve public health surveillance, and offers the potential for improvement in local health department mass-vaccination capability.

Also, ongoing training, education, and oversight is required of all staff and the emergency response team to ensure the program remains viable and current.

The first step of building a culture of emergency preparedness in healthcare is by identifying the key stakeholders within the healthcare who need to understand why the organization is embarking on disaster preparedness. This includes, but is not limited to, members of the board of directors, funders, employees, contractors, tenants, vendors, and building personnel. Remind these stakeholders of the responsibility to protect staff and visitors, pay payroll and contracts, and have the capability to continue to focus on the organization’s mission even during a disaster (Abbas, Norris & Parry, 2018). The second step may involve identifying possible risks to disasters. This may be followed by creating awareness about risk factors through disaster preparedness education where by healthcare workers will be trained on and preparing for emergencies and actions to take during emergency occurrence (Paton & Johnston, 2017).Lastly, the training may involve use of various disaster management resources to mitigate disasters. This way, it will be possible to build a culture of emergency preparedness.
